Comparative Research

Branches with green and orange round leaves against a clear blue sky.

Comparative research helps local government leaders learn faster, make better decisions, and reduce the risks that come with change. By examining how peer communities approach similar challenges, organizations gain practical insight into what works, what doesn’t, and what might work in their own context while kick starting process improvement.

Comparative research is a core service the Alliance provides to strengthen innovation capacity across the Member Circle. Each member organization receives one comparative research study annually, with additional studies available at $1,000 per study for members and $2,000 per study for nonmembers. Studies are typically completed within two weeks of request, include a 100% satisfaction guarantee, and are accessible to staff across the requesting organization through the Alliance Member Circle. For more information contact Tracy Miller.

At the Alliance for Innovation, comparative research is a core tool for strengthening innovation capacity across our member network.  We conduct comparative research as a member benefit in one of two ways:

Peer Comparison Research Studies: includes peer reviews that compile six or less comparables as selected by the member on 10 definable key data points in a subject area identified by the member.

Best Practice Research Studies: includes best practice reviews that compiles vignettes of 10 leading governments or agencies identified by the member and researched by the Alliance for Innovation.

Members receive one peer-review comparative research or best practice study annually. We aim to complete studies within two weeks of the request and include a 100% satisfaction guarantee. ALL staff in an organization can access completed studies inside the Alliance Member Circle.  Additional studies are available at discounted member rates.

Benefits of Comparative Research

01

It Helps Leaders Learn From One Another

Local governments are solving similar challenges in different ways. Comparative research makes those solutions visible and transferable, allowing members to benefit from the experience of their peers instead of starting from scratch.

02

It Reduces Risk When Trying New Approaches

Innovation becomes more achievable when leaders can see:

  • how another community implemented a solution
  • what resources were required
  • what obstacles emerged
  • what results were achieved

This makes change more informed and more confident and improves risk tolerance.

03

It Supports Better Strategic Decisions

Comparative insights help organizations:

  • benchmark their progress
  • identify emerging practices
  • understand regional and national trends
  • prioritize investments more effectively

Instead of relying on assumptions, leaders can rely on evidence from similar communities.

04

It Strengthens Collaboration Across Jurisdictions

Comparative research turns individual experiments into shared knowledge. It helps communities move forward together rather than working in isolation. This is especially powerful within our trusted peer network.

05

It Connects Innovation to Practical Implementation

Innovation is not just about new ideas, it is about applying proven approaches in ways that improve services and outcomes. Comparative research bridges the gap between inspiration and action.

06

It Builds a National Knowledge Base for Local Government

Over time, comparative research contributes to our growing body of practitioner-informed insight that helps shape the future of local government service delivery, leadership, and governance available inside the Alliance Member Circle.
