As practitioners we have developed a model for assisting our members build innovation capacity for Local Government Service Level Improvement.

The model begins by identifying challenges  or being exposed to new ideas, concepts or techniques. Leaders assess internal conditions and external forces shaping their environment. From there, insights are synthesized into strategies and action plans, solutions are implemented, and results are evaluated, creating a continuous cycle of learning, improvement, and innovation.
