Building an Innovation Mindset Through Performance Excellence

Performance measures are more thannumbers, they’re essential tools for helping local governments stay focused,learn faster, and improve outcomes for the communities they serve. Fororganizations working to cultivate an innovation mindset while remaininggrounded in performance excellence, strong measurement practices create thestructure that turns ideas into impact. 

In this webinar, participants willexplore the fundamentals of building meaningful performance measures thatconnect daily work to strategic priorities, support continuous improvement, andstrengthen a culture of learning and accountability. Effective measures helpteams test new approaches, understand what’s working, and make confidentdecisions, even in complex and changing environments. 

The webinar will feature two localgovernment local government case studies from organizations that are buildingstrong performance cultures:

Town of Gilbert, Arizona, will share Gilbert's journey to modernizeperformance management across more than 30 departments and divisions. Throughits multi-phase Performance Management Modernization initiative, Gilbert hascreated a cross-functional Core Performance Team, embedded Department DataStrategists throughout the organization, and developed workshops, coaching,peer review, dashboards, evaluation tools, and storytelling standards that helpemployees better understand and use performance information. Gilbert'sexperience demonstrates that performance excellence is not simply aboutimplementing new technology or creating dashboards. It is about buildingorganizational capacity, creating shared ownership of performance, and givingemployees and leaders information they can use to make better decisions.  

‍Roman May, Strategy and Performance Manager,Town of Little Elm, Texas, will provide another perspective by exploringhow Little Elm is creating a culture of evidence and connecting performancemanagement directly to organizational strategy. Little Elm translates its TownCouncil Strategic Plan into department-specific strategic plans, performancemeasures, and targets, creating a clearer line from Council priorities to theeveryday work of departments. Performance information then helps informbudgeting, operations, service improvements, and organizationaldecision-making. 

Together, Gilbert and Little Elmdemonstrate two complementary approaches to building performance capacity. Gilbertshows how to strengthen the infrastructure, ownership, tools, andorganizational capabilities surrounding performance management. Little Elmshows how to connect Council priorities to departmental plans, measures,targets, resources, and results.
