A number of years ago we tried that approach in Coral Springs, using a "frequently asked questions" approach. As we saw a topic trending, we'd prepare a generic version of the question and supply the answer. After a while, we also started adding answers to questions that hadn't been asked, but were the content of rumors or misinformation in other sources. I don't know that it was ever very well used, and it is no longer on their website, but it was a way of getting at whet you're trying to accomplish without identifying individual citizens in the process.
