A governing body is responsible for the behavior of its members. While elected officials may prefer staff handle the unpleasant job of dealing with a "rogue" member, it's a job they have to handle.If I were in the situation and the majority of the governing body were unhappy with discourteous behavior of a member towards staff I would make a few requests. One, I would ask the other members to call the "rogue" out of order. Two, I would ask the Council/Commission to excuse all staff but the chief administrator (presumably me) from public meetings. If the person cannot behave--and the governing body is weak--the least one can do is insulate the other members of the senior management team. In extremis, the majority can censure the offending member. I also think it's useful to have the attorney explain the legal liabilities associated with hostile/aggressive behavior.
