Tom, my short answer is no. However, a city I once worked for did have work from local artists displayed in City Hall. It was coordinated by an art club, and they knew to keep the art free from socio-political overtones. A moment's worth of controversy and we would have replaced it with sunflowers-in-vases. If you can trust the non-profit and have a firm understanding with them, perhaps the formal selection process can remain "Plan B"?
