Many communities are struggling with the issue of decreasing the population of those that are chronically homeless.

Police Departments with limited recourse and sometimes expected to just ‘arrest away’. Lack of resources for services and even more limited housing options. Administrative backlogs for housing. Ultimately, many communities have struggled with the issue of decreasing the population of those that are chronically homeless.
