Strengthening the Capacity of the Kabul Municipality

After years of conflict, the present-day city of Kabul, Afghanistan, faces many infrastructure problems. This article describes programs implemented by CityLinks to provide solutions to basic infrastructure problems such as a solid waste management system, improved road conditions, and proper drainage systems. The activities described here were undertaken as part of the City Links Program developed by ICMA and the U.S. Agency for International Development. The program partners U.S. local government professionals with their counterparts in developing and transition countries to identify and implement local solutions to problems; in this case the U.S. cities were Vancouver, Washington, and Kettering, Ohio.
