Back from the Brink: A Case Study of Procurement Reform in the City of Detroit

In 2013, the City of Detroit became the largest municipal bankruptcy in U.S. history. One critical component of Detroit's journey through (and recovery from) bankruptcy was procurement. Detroit took on a Citywide change initiative to stabilize its operations, address root causes of its issues, and lay the groundwork for strategic improvements in the future. Presenters will detail major focus areas - including process redesign, IT implementation, change management, staff training, and data-driven management – and distill valuable lessons learned and best practices to inform other organization’s transformation efforts.
