The Alliance for Innovation proudly announces the winners of the 2011 Annual Robert Havlick Award for Innovation in Local Government and the Thomas H. Muehlenbeck Award for Excellence in Local Government. Over 40 submissions were received for these two prestigious awards, which are presented annually to further encourage innovation and recognize excelling in local government. Congratulations to our 2011 winners for their outstanding achievements.

Robert Havlick Award for Innovation in Local Government

SOAR: Search Operations Aerial Response, City of Palm Bay, Florida

The Palm Bay, FL Police Department created a first of its kind in the US aviation unit called the Search Operations Aerial Response (SOAR).  This unit implements the use of an ultra-light classified aircraft called a Powered Para-glider (PPG). The use of the PPG is a low-cost option for a police agency that is unable to purchase and maintain more conventional forms of aviation. The use of the PPG allows the Palm Bay Police Dept. to implement a low-cost and effective tool in a time when many agencies are forced to cut services.

“I Value” Campaign, City of Hampton, Virginia

Similar to several municipalities, the City of Hampton was facing one of the most challenging budgets in its history… one with an approximate $19 million shortfall.  Knowing the challenges ahead, the City Manager knew maximum community input was necessary to guide her through the tough decisions of differentiating wants versus needs.  An innovative team of marketing, communication and technology professionals from throughout the organization quickly formed and embarked on the most extensive community involvement project the City had ever undertaken. The “I Value” campaign was born.
