The City of Canton, Georgia has a population of approximately 24,000 which translates into 6,600+ residential solid waste accounts. We solicited bids in 2014 and saw a mark-up of 10.5% for billing services. Some bidders did not even submit a bid for billing because they were not interested in providing this service. Remember, billing involves maintaining the billing software, employing billing and customer service clerks, printing and mailing bills, collecting fees via cash, check, credit card or ACH, pursuing delinquent accounts, adding new accounts, ordering replacement carts, communicating schedule changes due to holidays and inclement weather, handling complaints, etc.Because Canton bills for water, sewer, and storm water fees, it is easy for us to bill for solid waste without incurring additional software, postage, or printing fees. We utilize the same software for billing and general ledger accounting. If you’re considering the purchase of billing software, you’ll likely pay annual maintenance and monthly support fees in addition to initial setup fees. We purchased new software in 2011 but our pricing would not be comparable for you since Canton has multiple utilities and was converting from a previous system. We do employ a printing service for printing, folding, and mailing statements. Because of our volume, we’re assessed a $.12 per page printing fee (blue & black ink) and pay postage at cost to the printing service (bulk rate).We solicited for solid waste collection and billing services at the request of our staff. Being the middleman between the customer and service provider is a complex and time consuming endeavor. We would estimate 8-16 hours per week for personnel to handle only sanitation issues. The City opted to continue to bill for solid waste because (1) we already had the infrastructure in place and (2) we can assess an administrative fee to the customer for this service. We bill for services monthly; but, in Georgia, some local governments include solid waste fees on their annual tax statements.I hope you find this information helpful.
