A few other ideas...1. Look at where your organization's employees live - the organization can help connect employees living in the same area to carpool to the same workplace2. Encourage, and provide logistical support for, participation in Bike to Work Day (maybe a foundation for a bigger program)3. For inspectors going out in the field, consider using auto-calling to notify citizens or businesses about the jurisdiction's requirements, or violations4. Consider tele-commuting or alternative work schedules (example: offer four ten-hour days instead of five eight-hour days)Good luck!
