IDEAL CANDIDATE: The ideal Strategic Performance Manager candidate is experienced in local government or a related field with experience in implementing a lean continuous improvement program, a budgeting or performance metrics program that is outcome based. The Strategic Performance Manager oversees the County-wide performance management system. The position works with department leaders to develop performance plans, and collect and analyze data, monitors programmatic performance and makes recommendations for process improvement. In addition, the position identifies resources, programs, funding and legislation that impacts and enhances the efficiencies, operations and opportunities of County programs. Lastly, as the County's priorities evolve, the position works with County leadership and stakeholders to update the Strategic Plan and ensure the plan stays a living document.

EXPERIENCE, EDUCATION & CERTIFICATIONS: Bachelor's Degree in Business Administration, Public Administration or a related field from an accredited university or college, and five (5) years of experience with emphasis in performance management, strategic planning, business or public administration, governmental/public agency accounting, budget and data analysis, and contract management with proven ability in a position requiring oral communication, writing, research, analytical, organizational and computer skills necessary to accomplish the job. Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
