This exciting opportunity provides you with the chance to lead the award-winning team members within the five divisions of the department of public health: community health services, environmental health, administrative services, interdisciplinary health services, and WIC.
The Health Commissioner functions as health officer per Wisconsin statutes 250, 251 and 252; as well as per Wisconsin Adm. Code HSS 140. (S)he directs the daily operations of the West Allis Health Department and West Allis Senior Center. (S)he plans and directs the five divisions of the department of public health: community health services, environmental health, administrative services, interdisciplinary health services and WIC. Under the City Administrator’s direction, the Health Commissioner plans, directs, and enforces programs designed to ensure compliance within the City with federal, state and local laws, regulations, and ordinances and/or generally enhance community health and environment.
The Health Commissioner collaborates to ensures crisis readiness, responds to public health emergencies, surveys community needs and develops plans to meet those needs. (S)he establishes and administers the operation of appropriate facilities, such as clinics for preventive services, screening, and advice. (S)he conducts communicable disease surveillance, prevention, and control efforts.
The Health Commissioner maintains Public Health Accreditation. (S)he develops, justifies, and administers Health Department budgets and establishes and controls office procedures, report preparation, and public information procedures. (S)he acts as an agent for the State on health regulation issues including: food, hotel/motel, body art, etc.
Our Health Commissioner also serves as the Register of Deeds by managing vital records.
Per WI State Statue 251.06(1)(c), qualified candidates must have a master’s degree in public health, public or health administration or a related field, or a bachelor’s degree and 16 graduate semester credits toward a master’s degree; 5 years of recent professional experience in public health administration, including 2 years of supervisory experience; valid State of WI Driver’s License; an equivalent combination of related education and experience may be considered.
Demonstrated successful experience in an executive or senior-level leadership role overseeing complex processes across public health disciplines; knowledge and experience leading a team of professionals in public health or healthcare setting; ability to establish and maintain effective working relationships with elected officials, Health and Human Services senior management and staff, community leaders and groups, federal, state and local agencies, and the public; exceptional interpersonal skills and the ability to effectively communicate, both orally and in writing; strategic thinker and visionary with the ability to effectively articulate vision and realize results; dynamic public speaker, comfortable in front of all audiences and the media.
Salary: The salary for this exempt position is $100,276.80 to $137,529.60 (appointment above the minimum is based on qualifications and experience, and is subject to approval). Pay for performance compensation incentives. City of West Allis residents receive additional 2% residency incentive pay.
